BIOGRAPHY: After graduating from VMI in 1907, he spent a year in Germany learning the German language and then returned to VMI and taught German. He then attended Columbia University and received a Masters Degree in Journalism. He received a small inheritance and bought a newspaper in Harrisonburg, Va.
The paper was financially unsuccessfull and he moved to Panama as an electrical engineer with the Panama Canal Comapany. He transferred to the Bureau of Statistics and by 1928 was the chief of the bureau. Later he moved to Personnel and was the Director of Personnel by 1932. He served as a reporter for the Associated Press parttime and reported on a major Central American earthquake in the 1920's. He divorced his 1st wife, Katherine Pittman in 1928. In 1935 Seymour Paul married Jane Ruth Abbott. He was knighted by the Panamanian Government for his work to gain equality for Panamanian workers in the Canal Zone. In 1949 he retired to Harrisonburg, Va and lived at 504 So. Mason Street.COMMENT: The name Garrett never used.
